Dusty Donkey Emporium raises money for the Waikōloa Dry Forest Initiative. The initiative opened the thrift shop in Waikoloa Village in August 2017, working with the Waikōloa Village Association. Volunteers from the community run the shop, which sells small secondhand goods and holds special sales from time to time.
The shop is open on Tuesdays, Thursdays and Saturdays, and it accepts donations only while it is open. A pink sandwich board at the entrance shows a black donkey with an orange flower behind its ear. Next to it, a hand-painted wooden sign reads "Boarding." The whole shop is set up inside the Waikōloa Stables, among the horse stalls.
